Staff knowledge and responsibilities will be critiqued by the Emergency Management Committee (EMC) and reported to the Emergency Preparedness Coordinator. 2.12.3.2During emergency response exercises, an individual whose sole responsibility is to monitor performance and who is knowledgeable in the goals and expectations of the exercise documents opportunities for improvement. 2.12.3.3During emergency response exercises, Kern Medical monitors, at a Minimum; Communication, including the effectiveness of internal communication and the effectiveness of communication with entities outside of the hospital such as local governmental leadership, police, fire, public health, and other health care organizations within the community. 2.12.3.4During emergency response exercises Kern Medical monitors resource mobilization and allocation including responders, equipment, supplies, personal protective equipment, and transportation 2.12.3.5During emergency response exercises, Kern Medical monitors its management of safety and security. 2.12.3.6During emergency response exercises, Kern Medical monitors its management of staff roles and responsibilities. 2.12.3.7During emergency response exercises, Kern Medical monitors its management of utility systems. 2.12.3.8During emergency management exercises, Kern Medical monitors its management of clinical and support care activities. 2.12.3.9Based on all monitoring activities and observations Kern Medical will evaluate all emergency response exercises and to actual emergencies using a multidisciplinary process which will include licensed independent care practitioner(s). 2.12.3.10 Based on the after-action evaluation of both activations and drills, the Emergency Management Committee will develop a Corrective Action Plan that includes recommendations for: • Additional training and exercises. • Changes in incident policies and procedures. • Plan updates and revisions. • Acquisition of additional resources. • Enhanced coordination with response agencies. 2.12.2.3 Kern Medical will participate in community drills that assess
• Opportunities • Improvements 2.12.3.11 The deficiencies and opportunities for improvement that are identified in the AAR for all emergency response exercises and all responses to actual emergencies are communicated to the Environment of Care/ Safety Committee via the Emergency Management Committee and to senior hospital leadership. It will be the responsibility of senior hospital leadership to provide the resources to correct deficiencies and opportunities for improvement. Senior leadership will review annual evaluations and updates to EOP.
