Appendix H. 7– Utilities Power Gas

Kern Medical Emergency Preparedness

A determination shall be made by the Kern Medical Facility Manager of the amount of energy/power available in storage facilities. A determination shall be made as to the cause of the interruption and action shall be taken by the Maintenance Department to restore energy supply. Operating components that are involved in an event that caused or has the potential for serious injury to patient, or is involved in the death of a patient, will be removed from service immediately. A determination shall be made by the incident commander for obtaining potable energy via alternate sources. The following actions shall be taken in the order shown in accordance with the severity of the energy loss, available stored energy and anticipated length of energy system loss. EM .02.02.09 (5) Kern Medical identifies an alternative means of providing fuel required for building operations or essential transport activities in the event that their supply is compromised or disrupted: Alternative means of meeting essential building utility needs for fuel sources are coordinated in advance and tested through the Engineering Department as part of the Utility Systems Management plan to ensure, to the extent practicable, uninterrupted services. If necessary, external arrangements for fuel are coordinated through the HICS Logistics Section. Diesel fuel required for operation of the emergency generators and other fuels required for operations of vehicles have been calculated and are stored on site at the hospital to support an extended period of 96 hours. As part of the county wide plan the KCEOC has mapped and located all diesel tanks within the area and will deliver diesel if there is a disruption from our vendor. EM .02.02.09 (6/7/8) Kern Medical identifies an alternative means of providing other essential utility needs (ventilation, medical gas/vacuum systems, vertical and horizontal transport systems, heating and cooling systems, steam for sterilizers, etc.) in the event that their supply is compromised or disrupted: Alternative means of meeting essential building utility needs such as medical gases and ventilation are coordinated in advance and tested through the Engineering Department as part of the Utility Systems Management plan to ensure, to the extent practicable, uninterrupted services. If necessary, external arrangements and contracts for these essential services are coordinated through the HICS Logistics Section. These essential utilities have been calculated based on needs for an extended period of 96 hours and are provided as follows:  Ventilation; all critical care areas in the hospitals have their HVAC systems connected to the emergency generators power source so that they will continue
