Service Animals What is a Service Animal?

A Service Animal is a dog that is individually trained to do work or perform tasks for a person with a disability. Service animals are working animals. Pets, therapy dogs, and emotional support animals do not qualify as service animals under the ADA. What are the requirements for a Service Animal? Service animals must be harnessed or tethered, unless these devices interfere with their work or the individual’s disability prevents using these devices. In that case, the individual must maintain control of the animal through voice, signal, or other effective controls. Miniature horses are allowed for sight-impaired individuals who are allergic to dogs. The horse must be under 100 pounds and not more than 26 inches high. It must be harnessed/tethered at all times (no exceptions).
