Kern Medical Emergency Preparedness

BOMB (TERRORIST) THREAT This is to provide guidance for the proper response in the event of a Bomb Threat, or that a suspicious package or item is received. It is the policy of Kern Medical to provide a safe and secure environment for all our clients and to provide guidelines for hospital personnel and volunteers to follow in the event of a bomb threat. The safety of patients, visitors, volunteers and employees is the responsibility of ALL Kern Medical personnel. All Kern Medical personnel will follow the procedures that address the safety and security of all members of our community. DEFINITIONS: • Bomb – An explosive device fused to denote under specific conditions. • Bomb Threat – A report made in person, over the telephone, in writing (to include electronic communication, i.e. E-mail) or recording, and which is directed to the Campus. • “Code Yellow” (facility wide evacuation) – A public announcement indicating the need for Hospital personnel, visitors and patients to evacuate the building in response to a bomb threat. • Room Search Procedure – A systematic physical search of an enclosed area or space. • “SEARCH COMPLETE” – Announcement made to the Control Center (via telephone) by the senior member on the search team after an area has been searched.  RECEIPT OF THREAT A bomb threat shall be known as a “Code Yellow.” In the event a telephone call is received, and the caller announces there is or will be a bomb placed in any Kern Medical facility, the person receiving the call should: o Keep calm. o Obtain a copy of the Bomb Threat Checklist (see Addendum A). o Note the time of the call. o Note exact words of caller, ask when the bomb is due to go off, where it is located, and what the device looks like. Keep the caller on the phone as long as possible. o Note description of the voice, age, sex, and any discernible back-ground noise. o Call Security at Extension 62056 or the emergency number (5#) and report the threat. o The operator or the person receiving the information should complete the Bomb Threat Checklist as soon as possible. This checklist should be retained and given to the Hospital Administrator or Security personnel PROCEDURE:
