Appendix H.2 – BOMB THREAT
Kern Medical Emergency Preparedness
Hospital Shift Supervisor shall decide if immediate evacuation is necessary after consultation -- should time permit -- with the Medical Director and the Administrator or Administrator on Call. Following consultation with the Building Coordinator, should the situation warrant it, departments may be instructed to institute search procedures. The decision to institute departmental search procedures rests with law enforcement following consultation with the Hospital Administrator or the Administrator on Call and the Hospital Shift Supervisor in patient care areas. No search shall be undertaken by departmental personnel unless the person in charge of the area has been instructed to do so. o Search Procedure There is no set appearance for a bomb. The area to be searched will be searched, if possible, by the personnel routinely assigned to and familiar with the area. Determine if everything is in its place and nothing has been added. The area will be divided into sections. Search personnel shall be assigned on a "one-on-one" procedure: One person familiar with the area with one law enforcement officer or other person assigned by the Incident Command Center. Search shall be thorough. Special attention should be directed to areas of public access such as lobbies, waiting rooms, stairwells and restrooms and any other common areas. Follow room search procedure (see Addendum C). If suspicious item is located: o DO NOT TOUCH or disturb item regardless of how harmless or innocent it may appear. It may be armed with an anti-disturbance device or time mechanism. Clear the immediate area Notify Incident Command Center (call using a hard-line phone, NO cell phone or two-way radio) The bomb squad will make a decision on how to handle bomb. (Disarm it at location, move the bomb, detonate at the scene, etc.) Remove patients and personnel from area. EVACUATION o Evacuate when “Code Yellow” is announced overhead or when instructed by the Incident Command Center or the law enforcement Incident Commander. o Follow Emergency Preparedness Plan Evacuation Procedures: For a single area the Incident Command Center will notify area by
